Since it is winter here, and for a good chunk of us, I will ask what are your preferred average highs for your ideal climate in the winter? In December, January, and February. Average high temperatures. Not lows.
21C and above/70s+
16-19c/60s
10-15C/50s
5-9C/40s
1 to 4C/33F to 39F
-5 to 0/23F to 32F
-9 to -6C/15F to 21F
below -10C/about 14F and below

Anything 50°F/10°C and above is great as long as there isn’t too much wind
I just skiied on Mt Hood. First day was in freezing rain (ugh) and second was dry but snowy with frigid windchills. As much as I like skiing, cold is best in short doses.
Although our winters could definitely do with more sunshine (40% in each month Nov-Jan would be good), I greatly prefer our cloudy winters to the cold in the midwest. Better to have mild winters in the lowlands and snow nearby than to have cold snowy winters and no way to quickly drive away from them.
10-15 C so cool but not freezing cold and allows for near-freezing lows. Still comfortable for me but it feels like winter. Unfortunately, significant snow can only occur in freezing cold winters that aren't really worth it IMO.
18-23C, so a mix of the 16-19C category and the 21C+ category
... Seriously? In Celsius?
That's Summer!!!
Winter is winter and I want it to feel that way. So, high temps should be not above freezing because my beloved snow will melt. (-3C the highest, then).
Low up to mid -20C are just fine with me.
