0-15°C with horizontal rain/drizzle/wind/wintry showers.
Anything below 0°C except for a fresh snowfall with sunny clear skies and no wind at all (and even then, not too often)
Overcast days with temps struggling to reach average in summer (below 21°C)

Not counting natural disasters like hurricanes:

Freezing rain at any temperature. It’s the devil’s weather. It’s miserable to ski/snowboard in, it’s miserable to drive in, it kills trees and vegetation, and it’s pretty much miserable to do anything in. It soaks through your layers and makes them effectively useless.

Next up is extreme desert heat and extreme cold. I’d still rather have either than freezing rain.

Anything below -10 C or above 42 C (or 36 C if humid) and any major natural disasters (hurricanes, tornadoes, severe earthquakes, etc.). That's it.

Cold! Being too cold or too hot are both uncomfortable, but cold makes me much more miserable than heat.

-20C with blizzard conditions are the worst. -40C with a strong windchill is a runner up.

Bitter cold during winter cold waves and excessive heat and drought conditions during the growing season are the worst kinds of weather IMHO.

The worst for me in May thru Oct with 90's and dews from 74 to 84f and lows of 78 to 84F and little rain.
