Truly a remarkable year. First of all, -5°C average highs and -9°C average lows in February, without falling below -15°C even once all year. Then way above average up there with 2014 and 2018 in July, followed by a deluge of cold rain and probably a lot of wet snow in October!
It did fall below -15C, record low is -16.5

Strasbourg 1985:

One of the most staggering years imaginable there, very irregular patterns, with a humid continental winter of -1/-7 in January, November being colder than December, October recording above 29°C and so forth.

There have been some years from Tromsų posted in this thread.

Here is Saltdal, also inside the Arctic Circle in Norway just like Tromsų.
But this is a different climate, try compare to Tromsų.

Frankly, I doubt any other place in the world inside the Arctic Circle could have that combination of temperature and precipitation, let alone in the same year.

Note: There were two days with missing sunhr data. March 31 - a day with few clouds - gave it 6 hours sun. September 30 - a mostly cloudy day - gave it 0 sunhrs. Dec is polar day (in Tromsų) and always has 0 sunhrs.

For good measure, here is Trondheim airport (63 N) the same year (no sunhr data but was sunny year)

Seattle from 2006 to 2011. 2011 was the worst of all when it only reached 87F. 2009 recorded the all-time high of 103F. No month had an average low below 32F.

That's 2012 to 2018. Summers have been warmer since August 2012. Also, there have been more extremes such as very wet or very dry months, as well as record high temperatures in all seasons including winter. Again no month had an average low below 32F. 2015 was the warmest year in that period.
