Ah, yes...now I see

Indeed correct; for similar climate, it yields a much better latitude than the aforementioned regions.

I rate Brocken with a F because it's climate is broken.

Not so much, being honest. Skiing and snow are not bad at all, but this climate is way too humid and lacks of real summers. I mean, if you put here a ski station in southern Europe or SoCal or Australia, that would be probably a D.
