Worst dealing with snow and wintry precipitation (snowy, ice, storms)

I was watching some Youtube videos on snow in the Grapevine in Southern California. It got me thinking, who are worst when it comes to dealing with snow and wintry precipitation especially for safe driving conditions? In my experience, Atlanta is terrible...somehow we mess this up so many times, though it snows here most years. California seems bad with the Grapevine, I'm not too sure how California deals with I-80 through the Sierra Mountains though. Texas scares me as much as Georgia, more specifically Dallas metro and below(not too sure about Western Texas).
So what parts of the US or the world deals with wintry precip fairly bad, especially the ones which usually get some snow annually?
Much of the United States in the lower 48 states south of a Kansas City to Pittsburgh line is generally less adept at handling snow and ice storms than more northern areas............
Yeah cities such as Seattle and London seem to not do so good with wintry precip or snow, almost as bad as the Southern US. But I will also say this, IsleofPalm85, Tennessee, Kentucky, North Carolina aren't as bad as how the Deep South(including one of the largest metros in the US, Atlanta) deals with snow.
I think places like Miami and the Keys would be by far the worst at dealing with a snow event. I think they would declare a state of emergency if they got an inch of snow on the ground.

But that's hypothetical. It would never happen.
