Harbin is the largest Asian city above 45 N. Apparently it is quite livable.

Both F climates but at least there is some warmth in Harbin in the summer. Yuck yuck yuck choices.

Harbin, winters too cold but they have much better summers and sunshine. I like snow in cold winters, but 150cm+ per month is too much.

From what I heard there is plenty of heaters in most building there but most building don't have air conditioning which can make it miserble during summer sometimes.

Wakkanai.

Harbin has too cold and dry winters, and summers in Wakkanai are better (cooler).

While I don't hate occasional snow, the amount of snowfall Wakkainai is completely excessive. Harbin also has better summers.

This is the hardest climate battle ive come across. I would easily pick Wakkanai but then i looked at sunshine totals and... ugh. TBH i can deal with it as its the same as what i deal with in London. Wakkanai it is even if the summers are poor, Harbin's winters are stupidly cold and unliveable, the summers dont even compensate.

Wakkanai hands down. Great seasonal transitions with comfortable summer temperatures, good humidity and sunlight hours, and the winters look awesome with high snowfall and lasting November-April. The rainfall is also just about perfect ::
