So I was having a talk with some guy that lives in a climate with an average January high of 26.4F/-3.1C and low of 6.2F/-14.3C. He also was in a climate that got colder than Thompson, Manitoba.
So he said that -4F/-20C as a high isn't cold. So what do you think of a -20C/-4F high. Is it actually cold? Or is it just meh? Or is it even very cold?
I have never met a person that has said -13F/-25C isn't cold, but I have heard a few that said it wasn't cold to -4F/-20C/

-20°C is bitterly cold and arctic. I've never experienced such a low temperature, even as a low temp. Lowest I've ever been in was -17°C here in 2010.

If someone is used to living in a climate that has cold winters, then the periodic -4 F/-20 C wouldn't feel that cold to them. Thompson, Manitoba has a very cold winter so the guy you were talking with was probably being forthright when he told you that he didn't feel that cold at -4 F/-20 C.
If it is -4 F out and you have high winds then yes, it is going to feel miserably cold out. If the winds are relatively calm and you get the -4 F in mid-winter after you are already accustomed to some colder weather then it doesn't feel all that bad or at least not to me. The 26.4 F/ -3.1 C is just about perfect for a January high.

I agree that -3.1°C is ideal for a January high. I don't agree that -20°C isn't cold, it is bitterly cold.
I've only experienced that temperature a few times in my life and I'd consider it extremely cold. I wouldn't want to live anywhere where that temperature is a frequent occurrence.
That's pretty cold...we had record cold here on Jan. 30th: -21F was the low for the day and -5F was the HIGH! And there was wind of up to 20 mph so wind chills of almost -50F (if you believe in wind chill).
It's somewhat cold but not very cold. From the few weeks of experience I got in those temps:
-Unless there are high winds I wouldn't need my thickest parka, just an ordinary (but good) winter jacket suffices
-During the day I could wear actual gloves without my hands freezing (as opposed to 17 inch long mitts that extend all the way to my elbows, which I'd use for -30 C)
-It's a temperature where (as opposed to, say -40 C) many people actually do a lot of outdoor activities like skiing & XC skiing, hiking, biking, snowmobiling, etc
-I don't need a mask, which I start using around -25 to -30 C
I agree that -25 C is cold as a high. Coldest high I experienced in Yellowknife was -31 C and lots of people were still out walking their dogs and riding snowmobiles.
