At which point does the sun begin to feel hot when it's shining? (warm, temperatures)

'Cause I have experienced early-mid twenties temperatures that felt hotter than they were, especially around the head because the sun was shining on my head. Then again, it was also really humid.

The light radiated by the sun carries energy, part of which gets absorbed and transformed into heat when it reaches a surface. That is why places in the sun feel warmer than those in the shade.
Most of this radiation is absorbed by your skin and the radiation excited the electrons in your skin, giving them more energy, which feels warm. Some light like ultraviolet radiation which is a higher frequency than your eyes can pick up are actually so intense that they can give you a sunburn.

From mid April until late August.

In May/June, the sun is intense enough such that if it's 20C and sunny it usually feels warmer than a sunny 23C day in September/October.
