IMO, Maine, Minnesota, Michigan and North Dakota have the worst winters. The suckiness of the winters in these 4 places are equal.

It snowed an inch on June 11 here. In the middle of the afternoon. Seven years ago it snowed 16 inches on June 13.

We also received over two feet of snow this April, and several inches in May. Our growing season is two months long, shorter than anywhere in Minnesota or North Dakota. There are valleys in Montana that have no growing seasons at all. Wisdom, MT for example.

My town averages 100" of snow per year, and the surrounding mountains and passes average 300" to 500".

In January the temperature dropped to -30 with a driving wind. North-Central Montana saw windchills ranging from -60 to -80.

Montana holds the record for lowest temperature ever recorded in the Lower 48 at -70. Not including wind, of course.

Which all means that we have the BEST winters Florida has the worst.

Definitely Alaska. The average high in Fairbanks in January is -1 degrees F and low of -20 on average. I don't even want to imagine how it feels with a wind chill.

Ohio. Since living here for 7 years the winters have gotten worse and longer. Winter lasts from Nov to May anymore, with nothing but clouds, cold, and snow. Columbus loves to tell everyone that they have a moderate winter and around 28 inches of snow. Then you move here and it's a darn ice box and 40+ inches of snow a year. Can't wait till I leave in a year.

I don't know where that average high is because it sure as heck isn't that warm in the interior in January. We are lucky to break -30 in January. Can you say brrrrrrrrr!!!!!!!!

I'd say AK has the worst, WA has the second worst, and OR has the third worst. None of those are on the list?

Sure, winter may be colder in other places, but not as depressing.
