I've seen forecasts before for these Prairie places, and for Siberia, where under an Arctic airmass the temperature doesn't rise at all despite sun all day like for you on Tuesday. That would never happen here on a sunny day, and our sun is about the same height in the sky as yours - is the cold airmass really that strong to override any effect of the sun? What's the latest in the winter this can happen?
It can and does happen. Its the snow cover that prevents the temperatures from rising fast.
Infact, today the temperature only rose 5c here. -2c to 3c.
"Here" for me is not the same as "here" for you...we have had days here when the temp has varied by less than a degree all day (generally in cold easterly flows in winter and/or persistent fog, but very occasionally in prolonged rain events in other times of year) but I can't find an example of it happening when it has been sunny the whole day.
Here the forecast is inverse of Saskatoon's. Tonight a blizzard will arrive, it will snow for four days straight, and the weekend will see lows of -15°C. It's great, I couldn't ask for more.
As for the sun's effect on temperature, I've read an article that claimed sun had very little if any effect below about 20° altitude. Here where it's below 20° all winter there's no daily oscillation in the coldest months, temperature is quite random and almost solely determined by air currents. A distinct sine starts appearing in weekly temperature graphs in March.

Here the high temperatures have been at random times of the day recently and diurnal ranges have been low, but that's because it's been overcast. 99% of sunny winter days here, assuming there are no fronts involved, have a higher temperature in the afternoon than first thing in the morning, even if only by a few degrees - is that not true in Estonia? Maybe it's a continental climate/really low temperature thing which rarely if ever applies here?
