overrated: constant, mild temperatures with little variation, rain, or humidity (i.e. San Diego, Ca weather). Dry Heat as well I think is overrated.
underrated: humid weather. For some reason I really like it when it's "humid" in San Diego, although people from the South or East might not consider it humid when the heat index is only 1-3 degrees above the actual temperature but I love it when the dewpoints are in the mid to upper 60's here. Also warm nights, I love warm, muggy nights except when I have to go to bed b/c I don't have AC.

Here in Cloudbourne, almost everyone loves the cold and gloom (literally!!!!!!!!!!!!!!), hence it is extremely overrated. Summer sunshine and heat is very underrated, as most of Cloudbourne's weatherfans whinge and cry when the weather is good for any length of time over a week. Weirdos
Being a cloud and cold hater in a city inhabited by wannabe eskimos gets annoying, in the respect that after 3 solid months of crap, they all want another 3 solid months of crap.

Oh yes, that's what I wanted to say. 4 Seasons....pffffft, that's just a nice way of saying "the climate here is cold and cloudy for most of the year!"
4 seasons = the standard 3 months of winter + another 4-5 months of cool-cold and gloomy transition + a short summer.
4 seasons climates are terrible, because the winter IS always longer than summer.

warm, humid weather is under rated. I love it! I think crazy hot dry heat or even dry cold is over rated. I especially dislike Denver's dryness.

I had one day of frost on the grass this last January. Does that count as winter or just a late bloomng fall day?

In my country, The Netherlands:
Overrated: thunderstorms, as they can be dangerous. Secondly, "changing" weather: yes, this usually means several types of unfavourable weather (overcast, rainy with only a few sunny spells). I totally agree with §AB.
Underrated: mild/warm days (75°F is considered warm here). Most people in The Netherlands can't stand warm weather (or even hate it), while 98% of the world's population probably can.
To take an idea of the Dutch preferences: ideal sleeping room temperature seems to be a frigid 60°F, ideal outside high temperature in summer as low as 70°F.

What you are describing sounds just like the weather in my area of the U.S.
Most people here do not like it hot, (myself included), and it usually is raining, or cloudy, or overcast for most of the winter.
I'm not complaining, as I do not like weather hotter than 75F.
