Most places that actually get a summer already would be brutal with a 40 F increase in temps, even Toronto.
However it would be nicer to have an annual average high of 92 F and low of 77 F instead of 52 F and 37 F.
That'd be like Acapulco or Bangkok.

Try Wyndham and Fitzroy Crossing, Western Australia - annual average highs of 35.6ºC ( 96ºF), believed to be the world's hottest permanently inhabited places. Weatherstations in this area are scarce, so there may be spots in the Kimberlies and in the area between Broome and Port Hedland that are hotter.
If we take the period from October 2007 to Oct 2008, the AVERAGE high in those 12 months for Wyndham is 38.4ºC (101F)!
For Fitzroy Crossing, the AVERAGE FOR THE SAME 12 MONTHS is an incredible 39.8ºC / 104ºF

The closes place with those averages is probably Fairbanks, AK......and their highs in July are in the 60-95 range usually, since they are in the interior of AK, they get absolutely no moderation whatsoever.
I think there are places south of 60N latitude that average below 0F for a daytime high......Thompson, Manitoba has an average high of -4 in January, and it's located at 55N. In fact, in Thompson is where they do the "cold-weather testing" for cars
I think the closest (other than Fairbanks) to that is probably Winnipeg.....they have averages of 9/-11 in January and 80/57 in July.

Actually parts of Siberia have "extreme" continental climate VERY similiar to the temp range that you described ....generally warmer in summer than at similiar latitudes in Canada and colder in winter as well ....more extreme continental climate because the land mass is much bigger .... Canada is big at 3.9 million square miles (remember that total includes alot of arctic islands) but Russia is 6.7 million square miles (former Soviet Union was about 9 million square miles)
Eurasia is gigantic land mass and with prevailing westerly winds, central Siberia is far from any moderating influence ...more extreme for almost any latitude ....Beijing China is at 39 degrees north latitude ..similiar to Washington,DC .....both have long hot humid summers but Beijing is significantly colder in winter ...same thing for Shanghai China 32 degrees north ....as compared with Savannah Georgia (also 32 degrees north) ....Shanghai is hot and humid much of the year but much colder in winter than Savannah
Tokyo Japan at 34 degrees north ...same thing (it's at the same latitude as Los Angeles,CA but doesn't enjoy the same "mildness"
OR Toronto, Ontario Canada 43.5 degrees north latitude ...same as Nice, France .....hmmm T.O. has no palm trees like Nice has
OR Boston, MA and Rome Italy both 42 degrees north...hmmm I think Rome is abit milder than bean town

Not to mention that Siberia always has that "Siberian High" hanging over them.....which cause clear weather during the Wintertime, and with lots of snow cover, they have downright frigid nights. They average 76/50 in July and -45/-56 in January in Verkoyansk  .
I like the example you used with Shanghai......they have similar summers to Savannah with daily storms, but they get snowfall every year....and sometimes they get HUGE blizzards.
Beijing is a helluva alot colder than DC......they average 29F for a high in January. But they are also much, much drier than DC and don't get much snow in the wintertime.
