When I see someone wearing a coat when it sixty degrees outside I think:
"Hey, that person is wearing a coat. Wonder Why?"
I then move on to other thoughts such as "I could really go for some spam right now."

Damn your threshold for cold is even higher than mines. I could never see myself wearing just a t-shirt outside if it's less than 50 degrees.

my little brother used to walk around in shorts all winter back home in NY
I'd run outside if I saw someone passing the house in shorts, a t-shirt and no shoes and stand in the snow
I've lived in the cold and snow of upstate NY
I've lived in the extreme cold of MN
Now I live in the Phx metro
I think jackets are inconvenient so I still usually don't grab one - but if I have to be outside for an extended period of time 60s-70s are definitely jacket weather ........ short get retired as soon as the temps start dipping under 80
it's all what you get used to - i used to walk around downtown mpls without a jacket on in the dead of winter when I'd go out, because I hated lugging a jacket into the bars ....... that was very cold
either way it's all to what you are used to and it really doesn't matter one way or another
when I used to vacation in FL & AZ i thought it was odd - but then I found other things to attract my attention

Now I usually have a wardrobe for that...if it's above 50 I'll wear a heavy t-shirt,40 and up I wear long sleeve t's,below 40 a sweatshirt,and below that I might throw on a coat depending on how cold it is and if there's precip.

Sometimes I would just assume live further north since I like cooler temps. I know quite a few people who hate it to be below 70. I'm listening to one whine right now because I turned the heat down to 65  .

What do I think of them? I think they are just like me! I'm one of those who is freezing when it's 70. It's called being thin with lowish blood pressure.

I can wear just a t-shirt outside (for up to 5 minutes)
when it's like 35 F outside.
I can handle a t-shirt for 10 minutes at 40-45 F,
and 15 minutes between 46-54 F.
It really doesn't matter to my arms;
if my arms are warm or cold,
it has almost no impact on how my fingers feel.
Wearing a t-shirt in 35 F,
my fingers will get too cold way before my arms or chest do.
I can even shovel snow in a t-shirt and gloves at 30 F
if I have something to protect my ears from stinging.
*This difference is funny, since you actually like cold and I despise it.

low 60's with a wind can feel cold enough to wear a jacket.
