Since this is a mostly American forum, lol. Of course it would depend on humidity/wind chill, but roughly when do you need an extra layer?
If it's sunny and clear, even 15C/60F is T-shirt weather for me (and I'm from a warm place). If it's raining, anything in the mid-60s starts to get a bit chilly, same if it's very windy. But overall I would say between 60-65F.
60 Degrees F is probably my cutoff of when I decide whether i need a sweatshirt or a short sleeved shirt, although I can feel chilled if its windy outside with air temperatures as high as the mid or even upper 60's, I too am actually originally from a much warmer climate than where I currently live(Hometown is located in the Deep South(Gulf Coast of Louisiana, New Orleans) in the United States.
Wore a thick sweater today. Temperature outside was 33c with 66% humidity. Don't know how I was not complaining about the mugginess.
That's humid, but when I was away this winter to Central America the temperature in the day at one place was 36C dew point 18-20 and I saw many locals with jeans and sweater on. Some even had jean jackets on! I was in jean and a t-shirt and it was all I could handle.

When you say sweater do you mean a wool sweater or more like a simple hooded sweatshirt with a zipper ?
I mostly wear short-sleeve tshirts with oxford or plaid shirts on top of it because I like the versatility of the button-up shirt: I can open it if it gets warm.
In warmer spring days I mostly go out with just a hooded sweatshirt on top of a tshirt, when the temperature is around, say, 18-22c. Below that I might need a light jacket as well, but it all depends on wind / humidity / sunlight or if I'm going to spend a long time outside or not.
Unless I stay in my neighbourhood for a walk, everytime I'm out for more than a couple of hours I almost always bring a backpack in which I put extra-clothing just in case.
But if it's July and I'm sure the temperature will remain above 25c even after midnight, there is no need to bring anything, really.
40F-60F usually, though wearing one a couple weeks ago when the high was 55F might have been too warm. I don't bother with additional clothing if I'm only going to be outside for a short time.
