Since this is a mostly American forum, lol. Of course it would depend on humidity/wind chill, but roughly when do you need an extra layer?

If it's sunny and clear, even 15C/60F is T-shirt weather for me (and I'm from a warm place). If it's raining, anything in the mid-60s starts to get a bit chilly, same if it's very windy. But overall I would say between 60-65F.

anything below 20C is too cold to survive without a jumper, especially with the gusty winds that seem to accompany such days here. Unfortunately because I live in a cold, gloomy maritime climate , that puts 98% of all nights and atleast 65-70% of all days in a year in that category.

Also, 99% of rainy days here are extremely cold, even in mid-summer.

Never. Sweaters make me break out.

But I would wear a hoodie at 60 degrees.

And you might be surprised at how many people from other countries actually are regulars on the weather forum. We have several people from Australia and a few from Europe. There's even a gal from Egypt who frequents the forum.

'Extremely cold?' Come now, this from someone who would ENJOY a Phoenix summer? lol.

I remember going to Melbourne years ago in January during a summer cold snap. A few 16-17C days with gusts and rain, not what we expected, but far from extremely cold.

By Aussie standards Melbourne is cold but nothing by international standards. I remember coming back from the South Island of NZ, after freezing temperatures the Perth winter was tropical. Indeed i felt so warm in 16C/rainy weather I could easily have gone without a shirt!

I might put on a sweater if it's in the 40's, depends on if there is wind or not. I haven't worn a coat all winter here in Houston.

Start wearing sweaters when drops below 21oC and jackets at 17oC and scarf, woolen hat and gloves when drops below 15oC

that is absolutely disgusting weather for Jan. Definately extremely cold in summer even by world standards, except for perhaps New Zealand and the arctic.

Most of the U.S, southern Europe, South Africa and South America actually have warmer summers.

On a world scale for a place at its latitude, Melbourne's summers are nothing special.
