Yeah, very true! In fact, when you go down to the bottom of the page they say this seasonal outlook does not predict where and when storms may hit or amounts of snow as they can't be predicted but a few days in advance!
When you follow the link I posted to the NOAA website, there is an article there detailing the maps. Equal chances means for either above or below normal, I think.
That's odd, Hawaii's forecast is both 40% cooler and 40% drier.
As for the southernmost trace of the lower 48,
none of it looks appealing to me with above-average rainfall across the board.
I don't doubt that it's "needed rain", just it'd make for a crumbier vacation, imho.
