Yep, Kaliningrad, Russia, formerly known as Koenigsberg, Germany before the Soviets took it at the end of WW2, kicked out the entire population and brought in their own people. It's probably an interesting place with a climate not all that bad considering it's on the Baltic (the graph on http://pogoda.ru.net/climate/26702.htm shows well how sudden extreme cold snaps relative to average can happen in winter). I wanted to visit while I was in that part of the world but getting a visa would have been too much of a hassle. Can't be bothered with visas in the 21st century.

Wedged between Poland and the Baltic states, and cut off from the rest of Russia. Wouldn't get nearly enough sun to make up for the seasonal extremes, for my taste.
