Somewhere on the Caspian sea? Maybe in the Caucasus mts? I think Baku is too warm but the precipitation in that area seems just about right.

All right. I got your climate -- it's Leh in India in the Kashmir/Himalayas area.

It's a pretty dry climate -- perhaps it's in the rain shadows? I looked at Tibetan cities when I was looking for this one and they were quite a little bit wetter than this one, though not by much.

Finally someone got it.

Yea looking at a map, it's in a rain shadow. Himalaya is to the south and west blocking air coming from the sea. The numbers don't look like a South Asian climate at all.

Got to be south Asia somewhere, by those winter temperatures presumably somewhere about 12-15N. Don't know that part of the world too well, but Rangoon maybe?
