I think very similar to that too.

Cold under 2ºC

Cool 2-12ºC

Mild 13-20ºC

Warm 21-27ºC

Hot +28ºC

Torrid: at or equal 39 C
Extremely Hot: 35-39'C
Very Hot: 31-35'C
Hot: 27-31'C
Warm: 22-27'C
Mild: 16-22'C
Cool: 9-16'C
Chilly: 0-9'C
Cold: -11 to 0'C
Very Cold: -24 to -11'C
Extremely Cold: -39 to -24'C
Frigid: Below -39'C

E.g.
Hong Kong is cool/mild in January (16.3'C) and hot in July (28.8'C)
New York City is cold/chilly in January (0.4'C) and warm in July (24.7'C)

Below 32 = Freezing
33- 42 = Very cold
43 - 49 = Cold
50 - 56 = Cool
57 - 63 = Mild
64 - 73 = Comfortable
74 - 79 = Warm
80 - 85 = Very warm
86 - 103 = Hot
104+ - Very hot

I think it's interesting that most seem to put "mild" as a step below neutral.

To me it's always signified a range of temperatures within a few degrees of neutral, perhaps the 65-80 range.

Hot: 32-40C
warm: 22-31C
Cool: 17-21C
Cold: 4 - 16
Really cold: -8 - 3C
Under -8 celsius, idk. I have never been in temperatures less than -8C. I'm from sydney, just to clarify my tolerance.
