Buffalo should have the coldest averages, but not neccessarily coldest record low. (Lake Effect  )

I think Indy has the coldest average low in January......but all the other months I think either Detroit or Buffalo are colder.

I would have said Indy simply because it is inland and not near water like all the others!  Being by water makes the air temperature variable, cooler in summer and warmer in the winter. Of course, there are exceptions to every rule!

NYC has the mildest winters of all those cities (though not necessarily the shortest!)

I would definitely stay away from Buffalo (if you are saying cold is a bad thing)
And Detroit is close. NY is actually bearable due to its being on the coast

No i was just wondering what people would choose as being the coldest city, and i like the cold in the winter, so its not a bad thing for me.
