Palm Bay/West Melbourne is pretty much same diff. Yes we are fairly family friendly. Palm Bay however has sections and you should pay careful attention to them. NE NW SE and SW Palm Bay. The north end, is the ghetto. North Palm Bay runs up against US1 at it's furthest point. You are going to find housing to be the cheapest there. The people are actually pretty wonderful for the most part. A few bad apples of course because it is lower income/section 8 but the houses are just raggedy.

West Melbourne, you are lookin' at apartment living. There are some town houses and high end "condo's" here and there but it is mostly income dependent apartment communities, most of which were built in the last 5 or 6 years. You know the kind if you make more than ___ or less than ____ or are a student blah blah you can't live there. Palm Bay you are looking at older homes for the most part from the early 1980's. Not a heck of a lot of violent crime, but they will jack a bike whenever they have the chance. I have had a few car stereo's boosted. Couple of good playgrounds here, lots and lots of kids oriented activities. Youth sports of all sorts with a huge park with a community center and even a couple acres for a dog park. (Palm Bay Regional Park). Active Boy/Girl scout troops. We are very kid oriented in Palm Bay, no worries there.

More specific questions will get you better answers.
