Not really, no. The ghetto is north and northwest of it. To the west is 95 and then Clear Lake, then working class-communities just north of Okeechobee around S. Congress and Spencer Drive that aren't ghetto. To the east the Intracoastal and then Palm Beach--which everyone knows isn't ghetto. And to the south is a combination of working-class and yuppies living in expensive older homes and condos.
It's not any more "surrounded by ghetto" than the Upper East side of Manhattan is, and the ghetto affects it just as much as Spanish Harlem and Harlem proper affect the Upper East Side--which isn't much.
