I would like to retire to WV and am searching for advise. looking for 20+ acres, more is ok. of land, some of it pasture. It can be vacant or with a house. If needed, I will build a log cabin. All in all, I want to spend ~150-160k. I really do not know where to look. It will be 3 or so years away, but would like to buy now, especially if it is just land. I prefer rural, as far as 30-45 minutes from any city life for sure. All I care about is having electricity and maintained roads, even if it is gravel.
Just for clarification. There isn't much city life anywhere in WV. If I was retiring, I'd agree with the suggestions above with the emphasis on Randolph County (Elkins).
You should look into Franklin, which is located in Pendleton county West Virginia. I would have to warn you that living is really mountainous and rural.

Land in Monroe Co WV on the VA side of Peters Mountain is cheap and lovely...called Waiteville WV...not a long drive [hour and a half tops] from two great cities....Blacksburg VA and Roanoke VA and close enough [half hour tops]to small towns [Union WV or Pearisburg VA] for most needs, but still very isolated area with lots of woods, wild life, farms, etc. Large buffalo farm in that area too.
Thanks, I have been looking there for sure. I actually would not mind being 10 min or so from a small town. When I said 30-45, I was talking from larger city. Ripley seems ok.
We have looked into Pendleton county also, as possible relocation/eventual retirement, to back east. I know it is beautiful, open spaced, has lush green hills & pastures, etc. But despite cost of living I'm not sure how one can make additional income there. My g/f is on disability but I'll need a 2nd income too. Thanks for any advice.

Yeah, if you need a 2nd income you will need to be closer to a city or town. Pen. Co. is beautiful but its a tad far from any decent sized place with jobs. You will probably want to stay closer to Elkins, Moorefield/Petersburg, Lewisburg, etc
What experience, skills, or degrees do you possess? Healthcare is a safe bet everywhere, education is also fairly safe. Two other big industries around Elkins are tourism and timber. Lots of jobs in both, and with the economy rebounding both are poised to do well. There is a large hardwood flooring factory just south of Elkins in Beverly that employs roughly 1k ppl and pays well for WV standards. It's called Armstrong World Flooring or Bruce Hardwood... Elkins is the largest city in the area and has an decent amount of retail positions available if that is something you're interested in.
Also Canaan Valley Resort, Timberline Resort, and Snowshoe Mountain Resorts are in the area as well as many natural attractions (Blackwater Falls) that need workers.
Lewisburg also has an abundance of tourism based jobs and Moorefield has a poultry factory.
