Well atleast the plant in Beaver County isn't far from the West Va border. I'm pretty sure there will be plenty of WVians working there.

While this is true, it still stings to not get the first, and most likely biggest, cracker. Sure, it's about 20 miles away from the border, but even with all of the incentives, that's 20 miles between us and a tax windfall. All of that is gone for sure. But like you said, many people from the N Panhandle will work there, both during construction and processing after start-up. There will also be the effects of the revived chemical industry towards New Martinsville and other secondary economic effects such as more service companies.

Compare it to football, if you follow it. The second place team in the Big East, unless Notre Dame happens to be picked, most likely goes to the Champs Sports Bowl in Orlando. That bowl has a modestly good payout and is nice to go and play. Heck, you might even end up winning. But the first place team heads to the BCS bowl, with the higher payout, but more importantly, much more national recognition. My friends, we just went to the Champs Sports Bowl. We might even win in terms of the downstream effects. But PA just went to the BCS.

Shell Oil is a dutch company...owned by the royal family of Holland.

Most of the workers hired to build this plant will be from integrated Texas companies.

Workers must be qualified and trained in refining to get a job there.
Most will be transfers from other locations.

This is mostly true. I have met several of these folks in recent months. They are nice people on the whole, and you really can't blame the company for wanting highly experienced workers in ventures like this. It is highly specialized, dangerous work that requires a specific skill set not common in this region. Our hotels in the northern part of the state are full of them, but some of them are actually starting to buy homes here. The feeling is the work in this region is going to be of long duration.

Some of the energy companies have promised to hire more local people as openings occur and local community colleges graduate approved training program folks. West Virginia Northern is instituting such a program at its New Martinsville campus. Pierpont would be wise to do the same.

If anyone would like some more information regarding the possible Cracker Plant in Beaver County, I found an article online. It goes over some of the statistics about what the plant could produce for the area, as well as a brief description of how Shell has decided to build there. If you would like to read about it in more detail. Here is the link
