My mother many years ago was declared legally blind and went to the DMV to turn in here license, they had her take their eye test, [her problem is there were holes in her vision, but by moving her eyes could see things] because of that she past the eye test and they let her keep the license. When I heard I called the DMV manager and reemed them a new one. My mother went back and DID turn her license in.
I still agree it was not the OP business to turn the man in. and don't think in his case that not having a license will stop him either, only taking the car will do that. Maybe!

The OP was also really rude to everyone based off her own miscommunication, and generally ignored everyone who gave her advice which she didnt want to her, which was most posters, and also took a bad attitude with them.
