Ok, wait a minute. Do you mean to tell me that I am looking to relocate to an area that not only lacks the amenities which I have had in VA for goodness knows how long, but I must also suffer the headache of a substandard DMV system? Are you saying that residents must actually physically GO IN to a DMV to do everything? You can't do them online?
Well, I can tell you one thing - I needed a revised regis card IMMEDIATELY so I went to a local Winchester DMV yesterday - first time in probably 12 years I've set my foot inside a DMV. I'm looking around at the people in there - in line in front of me and elsewhere - I'm like, "Dorothy, you're not in Kansas any more." On a more positive note, the line moved fast and I got up to the info lady quickly. She handled my needs right then and there. Didn't even have to take a number, and she was very friendly. Shocking considering she is a DMV employee.

Well Wincherter is VA LOL SAme as Richmond!! So wouldnt think you see any changes!
In WV you have to Pay ALL Personal Property & Real estate Property & Dog Tags IN PERSON at the county/city tax offices! They give you a PAID reciept on the bottom of 1 copy [you given 2] is the one you take to DMV to get your tags for you car. Then [since your comming from out of state] you have 10 days to get cars inspected. Dont forget you have 30 days to get WV Drivers Licence!

That's right, the DMV "system" is the same in Winchester as in Richmond, but the workers in Winchester are very different. They are way more friendly here than in Richmond! Not just the DMV workers, either. We've noticed the same in the grocery stores. More smiles here!
Well, actually the procedure you describe sounds somewhat understandable (however inconvenient) - but only for obtaining tags for a newly purchased vehicle, or in the case of new residents. But I would hope that after tags are obtained that would be the last time you'd have to physically visit a DMV office. They actually give you a price break in VA if you pay your PP tax and yearly registration fee online. I guess it costs the state more to pay people to work in the DMV offices.
Thanks for the heads up though. It all sounds pretty much like what we do here in VA, although I'm not sure about having to physically go in to get tags. I do know that after you already have tags and go to pay your yearly registration fee online in VA they always ask you if you want to order new tags, then they just send them in the mail. I assume they're trying to make money by selling the vanity plates, but I've not had one of those in a very long time.
