Default Shepherdstown/Harpers Ferry Area

Hi, I am new and presently live in Southern Maryland. We are considering moving in two years when our youngest graduates high school to Jefferson County. We especially like the Shepherdstown and/or Harpers Ferry area. I have a couple of questions that perhaps someone could answer. First, what is the personal property tax rate? We looked at Cress Creek and love it. I want to check out Deerfield Village and Heatherfields. Are there any other comparable neighborhoods? Any areas to stay away from?

I would also be interested in a comparison/summary of living in the Harpers Ferry/Shepherdstown area. My wife and I are in our early 30's, planning to have children, and are looking for an area that provides enough amenities and is a good place to raise children.
