AugustRN, this gives some good information on Clarksburg and the climate:

But in a nutshell, from growing up there and living just over an hour away now, I can tell you that Clarksburg has more cloudy days than sunny days especially in the winter, summers tend to be very warm, very humid, with a lot of haze. Winters are moderate, with 30-35" inches of snow on average. In the early 90's and in 2003, there were four separate storms that dropped at least 18" of snow, but that's not common. Most winters, you may get a couple 6 inch snowfalls if that. Clarksburg is in the
very hilly Allegheny Plateau region of WV (small steep choppy hills and narrow valleys), as is most of WV west of the Appalachian Mountains. I can't really comment on dog friendliness.
