West Virginia has multiple cultures. Are you referring to the culture of the southern coalfields, or that of the eastern panhandle, what of the industrial northern panhandle, and then there's the agrarian Greenbrier Valley and Monroe Co.
If you go back a 100 years, most of wv, excluding the no. panhandle and a few areas bordering PA was more southern in culture. My grandfolks, both from No. WV, had heavy WV accents. As time went by, No. WV became more oriented to the north - PA and OH, while the southern half of the state, the mountain couties to the east, and the eastern panhandle were southern-oriented. Now that the far eastern panhandle is a DC suburb, it is no longer southern.
Not a Southern State, the southern half of the state has some aspects of Southern culture, but has aspects of Northern culture with industy (coal) and unions.
