You can consider it bad or good but the fact is- Joe McCarthy started his era by making a speech in Wheeling's hotel.

The missus and I fell in love with the cities in WV, and really thought about buying a house on Wheeling Island. Wheeling does have a different feel then the rest of the state. I won't say either good or bad. However, we decided not to move to Wheeling Island....Why?
Its really on a flood plane and has had several huge floods. The worst being in 1905? A few years ago it flooded too. I lived near a flood plane growing up, and have an aversion living right near one.
I contacted the local police about the crime on the island. Thats were most of it comes from. You have a huge race track with gambling there, and some of the locals say parking can be at a premium. Don't get me wrong, crime isn't as bad as say Charleston, but enough to think twice. I can't remember which schools were bad, but there was one that had a very rough reputation (for WV that is) and it just didn't feel right. The area is a hub of illegal trafficking, but you won't see that advertised.
Now, I will say that the positives outweigh the negatives. Yes, houses are cheap and taxes aren't too bad. The history is wonderful. At one time the rich and famous clamored to live in Wheeling. The old time shopping experience and the job opportunities are greater there then many other places in the area. A single or a couple with some income can do quite well in Wheeling too. Its a little of everything but as one person put it, a whole lot of nothing too. I'm not saying that in a bad way, especially if you're from places like Phili, DC, or Baltimore...It is a different way of life.
I'm an outsider too moving to WV and was looking into the teaching profession myself. Wheeling is in dire need, and you have some time to get hired for the following year. Good luck on that.
Lol, I wouldn't trust anything written by the NY Times as an accurate perspective.
For us, moving to Wheeling just wasn't the best move with the family. So, we decided to move a few miles down river.

Im not trying to prove anybody wrong but I am having a hard time understanding how there could be a high demand for teachers in the Wheeling area with the regional population decline over the past thirty years. Add in the fact that teachers can drive ten minutes to PA and make about $10,000 more. Are a lot of teachers currently hitting retirement age or is there some other underlying factor I'm missing.

Reason: bad grammar!
