Most West Virginians end a sentence intended as a question with a question mark rather than a period and most West Virginians I've met read as well as people from other states.

I'm talking about a typical West Virginian? Like a guy who can fix stuff, but reads like a 3rd grader.

Yes,i'm quite sure.I've lived for various periods of time in six different states and I haven't found West Virginians to be any more or less literate than residents of other states.Most of them also grasp the concept of a 'question mark',I'm glad you now do too.
