speaking of oil and gas, I was delighted to have spoken with someone in the business who was based in Texas. I'm curious if WV allows land that has minerals to be sold to people or is WV "government owned"? Some people that own land that has minerals either don't sell the rights to it, just the "property" that sits on it or they get fees if companies decide to drill on their land and so on. For a newbie; how does one know exactly if what they're sitting on has minerals in it? I'd assume most of WV should have something under ground?
From what I was told WV has oil on its eastern side bordering western MD and in to the Appalachian side, which I'd assume is the northern side of the state towards the Pittsburgh, PA side?

Mineral rights are separate from topographic land ownership rights in most states, including West Virginia. Many people own the land, but not the mineral rights to property.
There is natural gas throughout most of the state in the Marcellus and Utica shale areas, but much of it is "dry" gas. Most of the "wet" gas, which has the potential for many other uses besides just raw energy, is found in western PA, in eastern OH, and in the Ohio Valley part of WV from Chester to Parkersburg, including all of the Northern Panhandle.
