This is true.
What I hate is annual inspections. How is it that the junk heaps I see out on the road manage to pass? I always have to get brakes, tires, something.
I remember one year when I was going to Speedway which is 7 miles north of Athens, they were going to fail me on the rear wiper blade. It had pretty much disintergrated. Well, okay, it's only a couple bucks so I told them to put one on.
Didn't have it in stock. He wanted me to drive 15 miles to Princeton and get one and bring it back. 30 mile round trip.
I pointed out that not all cars have rear wiper blades.
He said "WV Code, blah, blah, blah, states that if you have a rear wiper blade, it must be in working order."
So I grabbed the arm and said, "Well, I'll just rip it off and I won't have one." He passed me with the promise I'd replace it. :)
