Meanwhile, in PA we have both safety and emissions testing... our air quality always rates low because the power plants in Ohio send all their crud east.

Safety inspections seem to be more on an 'East Coast' thing...........aside from Utah--------most western states have no periodic safety inspection. Admittedly; body rust is not an issue in most places here.

Now: in the metro areas; we have to deal with emissions tests (Phx, Tucson, all of California, Las Vegas, Portland, Seattle, etc).

Fuel formulas are made based on VOC regions because of air quality situations. Here's a bit more about it for those cliff clavens out there.
NOx and VOC Limited Regions

OP- as someone relocating, you're entitled to get a waiver for property taxes assessed on the bluebook of your vehicle. I live in charleston so went to the courthouse where all the official whatnot offices are to get it. Talk to DMV about where to get it that's convenient to your location.

I have to remember to give my mechanic a big kiss when I see him. He always inspects properly and never creates problems where there are none. Surely he isn't the only honest mechanic in the state?
