You can try Cacapon State park off of Route 522 down from Berkeley Springs.
We have taken our kids there to swim in the lake and it is nice. They have a sandy beach and the lake is roped off for swimming.
Here is the link to check it out.

I'm not sure Deep Creek, with all the boating, skiing, etc., would be suitable for a toddler. I don't know if they have separate swimming beaches or not.
The lake at Blackwater Falls would have been nice, but it's closed to swimming (too many geese set up residency and fouled (fowled ? ) the waters).

Cacapon is a great place to go. Parents can have fun visiting Berkeley Springs too.
That would fit within your 3 hour time window too, Deep Creek would be a stretch farther (and more crowded).

Also there is an arena in Berkeley Springs right off of Route 9 that the little one might like to see a rodeo. It's not too far from Cacapon.

Do you need a lake? WV has some great shallow rivers, we used to go swimming in Cheat River at Bemis and make little kiddie pools along the sides of the river for the little ones to play in. The rivers in WV are "generally" (depends on where at in the state, i.e. barge traffic, mining etc,) the cleanest rivers you will ever see.
