Nah. It shows the demographic ties in regional terms.
There are a lot more folks that work and commute to areas tied to the DC MSA than in Berkeley.

And yes- people commute pretty far indeed. When I was younger man working in College Park MD, there was a co-worker that drove everyday from Hagerstown MD. I thought he was flippin' nuts.
Edit- the more I think about, I could've swore that Berkeley and Hagerstown were peeled off from the Washington CSA.. I'm gonna check census. Wiki's info is based on the year 2000, and the change was after that..

Good god I wish the census bureau would make up its mind with respect to what it includes in specific metropolitan areas.
And you are correct Hagerstown to College Park is insane. I've read articles in the Post about people commuting in from PA and the Shenandoah Valley in VA. With traffic I have a hard enough time either going 5 miles into DC or just under 10 out to Tysons, I can't imagine commuting 100 miles each way.

The borders shift around, especially after the big census is taken.
If more people that commute to DC move into Berkeley it should cause it to shift into that CSA.
I recall a few fed employees getting upset because they thought OPM had to take away their cost of living allotment they received when Berkeley was in the Wash-Balto MSA. Turns out they made a few exceptions.
There is an argument to be made about Morgantown and Pittsburgh too. Right now it's outside that CSA, but it could very well shift there someday.

I am traveling healthcare worker, set to work at one of the area hospitals. I am set to stay in Martinsburg. I am wondering and want to know, about the best apartments to live in for 3mo. Also more about the town, people,things to do?

For only 3 months. Most are yearly, but you may luck out with Foxcroft Village.
