Washington DC or Washington Pa (about an hour from MoTown)?
Well either way, probably not.
Amtrak runs to southern WV so that's no help. May see if Greyhound makes a stop - looks like there is no station in MoTown. Greyhound.com : Locations : West Virginia
Apartments close to WVU - there are scads of them although at this time of year they do get more scarce. Do you need close as in walking to class or the PRT or within a couple miles. You can't believe how many there are and how many new ones are going up. Although, a lot of them are for sale rather than rent. Also check out trailers.
Look in MountainLair.com - Your Morgantown, WV Information Source , the local paper is the Dominion Post, look through old posts here - I think someone had one to sublet, see Metro Property Management - Morgantown, West Virginia: Go WebSite Live™ and Morgantown, WV Apartments and Houses for Rent, Local Apartment and Home Rentals, House, Townhome, and Condo Rentals, Vacation Rentals, Roommate and Sublet Classifieds :: Search Results - Page 1 and Morgantown Apartments For Rent in Morgantown, West Virginia and google "apartments morgantown wv"

I think that renting a car might be the best (only?) possibility, other than flying to Pittsburgh.
From Dulles, it's about 3.5 hours by car to MoTown; probably 4.5~5 from Reagan Airport or downtown DC.

You want to hire a car and driver to go from DC to Morgantown? I'd think you'd want to check out limo services in DC.
There is a limo service that takes people between the Pitts airport and MoTown. You may call them and see if they will go to DC and drive you to MoTown. I figure they would for the right price. Airport Limousine Service, Inc. Wheeling, WV - Transportation for the Upper Ohio Valley

The problem with the Wheeling limo is that Wheeling is farther from DC than Morgantown is, so you'd be paying for a lot of "dead-head" miles.
Have you tried contacting the University? Specifically, the Office of International Students and Scholars. Web Page: www.oiss.wvu.edu EMail: oiss@mail.wvu.edu

You can take the Greyhound bus from Washington, DC to Washington, Pa or Pittsburgh, Pa and catch the Gray Line down to Morgantown...It makes a daily run from Fairmont, WV to the Pittsburgh International airport...
Greyhound ended all service in Wv several years ago. Gray Line is taking up the slack.

Greyhound only ended service in Morgantown about 3 years ago. It still runs in the rest of the state. Here's the Greyhound list:
Greyhound.com : Locations : West Virginia
Here's the old station in Huntington. It's pretty cool.
The station is now owned by TTA, the local bus company, but Greyhound still runs out of it. Here's the links from where I got these pictures from since there are other WV pics there.
