I'm a lifelong resident of WV. I grew up and lived in Morgantown most of my life and I now reside in Huntington.
Morgantown is a nice place to live, however, it is a major college town, with a large student population (student to resident ratio is approximately 1:1). It does have a great hospital (Ruby Memorial) and lots to offer the community.
Some downfalls to the area include traffic, which is very heavy most of the day when WVU is in session, mainly in the downtown and Suncrest areas. A trip across town can range from 15 minutes (when WVU is out of session) to 60 minutes (when WVU is in session).
If you are considering Morgantown, please, at all costs AVOID Marjorie Gradens. This housing complex tends to be a drug haven and have a lot of crime. This is not somewhere I would recommend to anyone.
Brookview Apartments, on the other hand, is much nicer and safer. It is outside of Morgantown city limits in an area called Brookhaven, which is actually where I grew up. I have personally be inside its housing complex (1 bedroom), and they are very nice (simple, one-level living, and they meet all accessibilty codes). My family had a friend who lived here, an older lady on fixed income, and she enjoyed it. Brookhaven is a very quiet community with nice surroundings and it is about 15 to 20 minutes from downtown (traffic isn't much of a issue here).Rent is extremely affordable at Brookview. Cable and DSL are also available here.

Weston, WV would be a good place. They have several apartments in the area that would base your rent on your income. There is a VA hospital appx 30 miles north in Clarksburg, WV that has a shuttle van provided by the DAV. Weston has a nice senior center that can provide home delivered meals and possibly some assistance with your care in regards to your disabilities. They have a Wal-Mart, Dollar General, Kroger and Save A-Lot, Rite-Aid & CVS, basically all the shopping you would need Contact the Lewis County Senior Center in Weston or the Lewis County Chamber of Commerce. ......oh yes....and friendly people too! You should seriously consider Elkins. Its a small enough town with many services larger cities have. High speed internet DSL is available within the city limits and other fast internet connection services are available outside the limits, and cable is available to much of the surrounding areas. Someone said earlier that Elkins and Buckhannon were out of the way or something. Well, in essense they are but then they are not. They are connected to I-79 by a 4 lane US 33. Also prices for apartments are going to be considerably higher for moderate apartments in Morgantown, Charleston, and Huntington. Would you really want to live in a college town anyway??? You could get a very nice somewhat luxurious apartment or home for what you would pay for in rent at an average home or apartment in Morgantown, or Charleston, and Huntington. We have several parks, there is a mass transit system called country roads transit. It will pick you up and take you pretty much anywhere within 15 miles for only $1. My husband and I are looking for something similar to your goal in WV; internet is definitely necessary, but rural areas don't seem to have high speed internet, can you share with us your findings?

I would recommend the Elkins area as well. I live in Beverly, just outside Elkins. It's approx. 7 miles from my house to Elkins. If you're looking for a place not in the heart of a busy town (like Elkins) but close enough to have access to all the features of one, then Beverly is a good choice. And there is an apartment complex 3 miles down the road from me that would be perfect for someone in your situation. It's called Beverly Manor. They charge 30% of your total yearly income, with utilities included. And in Beverly you have your high speed internet access. There's a small local market (Campbell's Market) within walking distance of the apartment complex, and the Walmart Supercenter is only about 5 miles down the road. I hope that helps!

I have a cabin in Canaan Valley and have high speed internet via my cable TV company.
Relatives in Buckhannon WV (population about 5,000 in town and it's the absolute largest town in the county of Upshur) - they have DSL high speed via the phone. Not sure if their cable offers internet.
Soooo - exactly where in a rural area of WV are you looking at? I'd say rather than a blanket statement of "rural doesn't offer high speed" - it just depends on where the rural area is in reference to the services offered. If you are interested in a place, you'd have to check out the situation at that exact place.

Parkersburg didn't get DSL until Feb. 2007, but has had cable internet for years. My dialup used to run at 12k  , but that's not the norm for the system.
The Parkersburg and Vienna area has several options for disabled/low income housing, the area is large enough for easy access to medical care and shopping, and there is bus/taxi service.

I recommend Fairmont. It's just south of Morgantown (which is jammed full of students). I've lived in Fairmont for 20 years; moved there from Pittsburgh.
