Just my humble opinion:

Redneck: Someone who may, or may not grow a mullett and wear cutoff jeans as shorts and watches lot's of NASCAR. A redneck also may be quick to fight over an argument, or have road rage and try to run someone off the road as an example. Redneck's can live anywhere, not just isolated to certain geographical regions.

Hillbilly: A hillbilly is a person who lives in a very hilly, isolated, rural area. A hillbilly may not have a firm understanding of people and lifestyles of those not from their immediate area. Hill Williams differ from rednecks in that they may not have the option to live a different lifestyle than what's offered to them in the current place that they live, due to lack of proper utility, education, and raw material.

Agree with Silk on the Redneck def; Nascar, mullets, clinging to Southern roots regardless of present environ...

Hillbilly: Grew up with sub-standard education / employment options, and you can tell his age by counting the teeth...there's a formula to it, but I forget how it goes (consulting my Redneck Dictionary).

Redneck :
A smear of convenience used by losers of arguments in a last ditch effort to mask their agenda. However, since rednecks are generally the alpha and apex in this context, a redneck will not necessarily consider it an insult to be called one.

In fact, Neanderthal were caucasian and had red hair, and were far superior in natural attributes than the human, so most likely, this smear originated by racists who lost arguments with the Neanderthal. The redneck (or Neanderthal), however, tends to see the attributes that invoke these losers of arguments to use racist smears, as natural unpolluted common sense to disagree with agendas of ignorant bias and brainwashing.

Hillbilly :
An origin of this phrase is mentioned elsewhere regarding George Washington saying, "Give me those Williams in the hills", etc., who were most likely undesirables in human terms but quite competent Neanderthals.

In current usage, this smear of convenience is a tactic used by politicians to dissuade the public from further investigating the inbreeding prevalent amongst politicians.

If it wern't for rednecks, Skoal (for men) and Copenhagen (for the ladies) would go out of business.

and those 4 wheelers...over 800,000 of them now in a state of 1.6 milllion with a work force of 680,000.
That;s a lot of 4 wheelers...the DUI mode of transport for the majority of the southern counties and not really controled or taxed.

I don't have any jokes. I think people here are the nicest, right up to the point where they get angry, and then you have real savagery, the kind that existed before the invention of gods and chivalry. It's not Hollywood; the West Virginian is not a make believe tough guy. I'd never heard of people attacking each other with deer antlers before moving here, and that's just mothers and daughters having a spat.

Over 50,000 duplicates of that DL is carried by High School and underage college booze hounds alike. Gets them into the clubs to help manage their alcohol intake.

Oh, this is gonna be good.

Anyway, IMO hillbillies a subset of rednecks. Like rednecks, they are largely rural in nature, and their culture and attitudes are largely formed by the tradition of living off the land and keeping life simple. But hillbillies have their own customs and subculture that come from being isolated in a way that flatlanders aren't; consequently they are more independent, self-sufficient, and less aware of the broader world beyond their personal sphere. Hillbillies are found in specific places like the Ozarks and the Appalachians. Rednecks are found from Alberta to Texas.

I've always thought Rednecks originated in Texas. East Texas, near Rusk and the Louisana border.

The wildness came from the cajun influence.
