Is this a result of the pollution they dumped into Dunkard Creek that resulted in all of those fish dying on a couple of occasions?

That and other similar issues. They had to reach a settlement with the EPA to build the plant to insure that things like that don't happen any more. They will be piping mine waste water to the plant from several mines in the area is my understanding, but you can imagine the value of the coal they are extracting if they are willing to fork over that kind of money for the construction.

Consol is huge, but I'm surprised they don't take water from mines other than their own in order to help cover the cost. I guess that means the other companies will have to build their own?
