In 1961, the nation's first food stamps were distributed in McDowell County. The program was designed to combat hunger among the nation's poorest people.
But 48 years later, the problem of hunger is still prevalent in West Virginia, but not just among the poorest of the poor. Food pantries, soup kitchens and meal programs serving schools, senior centers and other locations are seeing a surge of demand from working families that don't make enough money to pay for utilities, gas and food.
"We're seeing more and more children coming in," said Becky Shilling-Rodocker, executive director of the Soup Kitchen of Greater Wheeling. "We knew these children needed something. So Wednesday night we have dinner for families. That has been a good program. It's a free meal for the entire family to come to us in the middle of the week so Mom and Dad don't have to worry about getting a meal together."
The problem may only grow in coming months. The state's unemployment rate has been climbing, and recently the U.S. Census Bureau released figures showing the Mountain State had the largest jump in unemployment among all states in April.
As workers are laid off and children start on summer break, state officials, public service agencies and community groups are trying to spring to action. Several schools are continuing to serve meals to children through the summer break. The state Department of Health and Human Resources and Department of Agriculture are distributing vouchers that can be used to buy fresh fruits and vegetables at farmers' markets to low-income senior citizens and families eligible for the Women, Infants and Children food program.
