Default Relocating, Gouverneur/Fowler area

Hi,
I have been considering relocating to either Maine or Upperstate New York. My goal is to raise small livestock like goats and Jacob's sheep but have been told by an uncle of mine who was stationed many years ago at Fort Drum, that small livestock does not do well in this area. Is this true? I visited my aunt and uncle at Fort Drum and fell in love with the area. I know cows do okay. But can anyone tell me how well other animals do? Thank you in advance for any advice!
