How does a real estate agent get away with charging a tenant a commission when he has no contract with the tenant, but is an sub-agent of the landlord?

i do not think they can, people try and get away with these unenforceable things all the time.
it happens in co-ops all the time, a single board member will knock on someones door and tell them they cant do this or that anymore, it carries no weight, the board needs to send a letter signed by the board.
however many times, even when the shareholders are told do not have to listen to the individual , they do.
the landlord may have an agreement with the agent, but that is his agreement, , contact the real estate board , and see if he is licensed, and if it is proper
