Our budget is in the 300-400k range...looking for a good school system, good commuting options, and not ghetto.
Does that even exist in NY? Please enlighten me. I'm on zillow right now looking at 700k+ priced houses that shouldn't cost more than 200k
Areas like westchester have sky high taxes. I'm trying to evaluate if such an area exists.
Croton is 45 minutes from Grand Central. In the future Croton trains will head to Penn, but not for a few more years. Good schools, nice town but taxes are high.
NJ transit goes to Penn (and buses got next door) and lots of NJ towns are in your price range.

They are working on a project to bring the LI Railroad to grand central. Simultaneous with this, the plan is to bring some hudson trains to Penn station. The details are not known yet and there will be many public hearing before anything is finalized. So its impossible to answer that question, at least for a couple of years. My bet would be that some trains, not all, will go to Penn (they have to move some trains out of grand central if they are bringing in LIRR trains)
I would look to New Jersey. Westchester and Long Island and the Boroughs cost somewhat more apples-to-apples for a single family house. Connecticut also has some affordable areas but doesn't meet your 45 minute rule.
Glen Ridge in NJ has very good schools and a 25min. commute to Penn. I think there may still be houses in your range.
Bloomfield in NJ , maybe. Glen Ridge is probably outside the price range.
