Westchester does not represent 85 percent of NYC metro housing stock. Those who cannot afford it's average prices are welcome to buy in rockland.

This is simply not true. Teachers in WC average a bit over 100k WITH fantastic benefits. Therefore, two teachers would on average make in the low 200k range which is adequate to afford a $719,000 home, which even in WC isn't exactly a starter home. Here's what 749k gets you in a town with a fantastic school district: 8 Bruce Rd, Mamaroneck, NY 10543 | Zillow and 750k: 1 Bruce Rd, Mamaroneck, NY 10543 | Zillow

Both in a fancy neighborhood.

For comparison, teachers in America average 55k, meaning combined two teachers would make 110k. Here's a 349k house in an area that looks to be roughly avg COL and hence average salary: 17715 Lamppost Ln NE, Flintstone, MD 21530 | Zillow

Basically the same as the other two with a larger yard.

Combined salary you are correct, on their own 110k a year is not enough to own 719k home.

You could say the same for the average teacher in America. At 55k alone, he probably will not be living in a house even close to what 719k gets you in WC. Westchester is ridiculously expensive, but salaries compensate plenty for it.
