I know someone who commutes by car from the Upper West Side to the White Plains area. As far as I know, she does not mind the commute. I think she once described it at easy.
I once commuted from Brooklyn to Staten Island, in the direction opposite that of rush hour traffic. I rarely had a problem with traffic. Traffic problems, when they did occur, were usually due to factors other than rush hour congestion, e.g. accidents, construction, etc.
Of course, roads in New York are very frequently congested, generally, and especially during rush hours. Even tertiary streets in Brooklyn can be congested.
