We are looking to move to Westchester and so far have shortlisted a few towns and wanted to tour the schools in those towns. Can someone shed some light on who to reach out to? There are email addresses that are generic contact us email ids and then their are email ids for principals and vice principle. Do we reach out for school tour directly to the principal/vice-principal? or would it be the generic email id?

Trying to ensure we don't bombard the wrong recipients with emails.

If you don't want to bombard a recipient, than don't. One email does not = bombard.

Pick one and say "My family may be moving into your district in time for the 2018-2019 school year, and I am interested in touring some of your schools. I will have a X grader and a Y grader from the coming year. Can you please inform me if this is possible, and if yes, instruct me on how to set it up. My apologies if you are not the proper recipient for this request. If you are not, please forward my email to the person at your district who handles such things, or advise me on who to contact. Thank you."

I'd just call the school office. Usually the admin picks up and can direct you to the correct person for a school tour. Usually, a parent volunteer from the PTA will give you the tour. It is fairly common, they are used to getting these requests.
