I can only answer your last question. It doesn't matter what Town you live in with regard to public schools. It only matters which school district you live in. It is very important to pay attention to this when house hunting.
Your children can only attend the public schools offered by your district. They can not attend schools at other school districts. The only exceptions to this that I am aware of are these:
- you can pay tuition to the non-resident district, however very few districts permit this, and for those that do, the tuition is very high
- the child has a unique special need that can not be addressed at your home district, so you home district contacts with another district to educate the child. A bright child who can be in a "normal" classroom with just some assistance for ADHD and OT probably is not the type of situation where one district subs out a kid to another district. It would be something that can be adequately handled locally - which is not necessary the same thing as it being handled exactly like you would want it to be. That being said, I think the ICT concept is fairly prevalent in area schools.
