Playland Off Season (Rye: parking, ice skating, bathrooms)

Is Rye Playland open off season for walking (the boardwalk and pier, not the amusement ride section), and if so, is the main parking lot and rest rooms open?

Yes the boardwalk is, and the parking lot, but probably not the rest rooms. Ice skating rink would probably be open though, which has bathrooms.
