Default Wellington Greene in Port Chester NY

Hello,
The new luxury condos of the Wellington Greene development in Port Chester NY seem appealing:
Stratland Homes - Wherever Life Takes You!

However, I'm trying to figure out why they are relatively cheap and not sold. Plus some webpages such as this one:
Waterfront development in Port Chester - Trulia Voices

seem to imply that there is something fishy/one should know about that area and development.

Could anyone shed some light?

Port Chester Local is on a distinguished road
I think the building is financially stable and all. The price seems a little steep to me based on similar places I've been seeing in the area.

Anaid is on a distinguished road
They are nice looking, and a pretty short 10 minute walk to the train/new movie theater/ restaurants. It's not a trendy luxurious neighborhood though- pretty working-class, new immigrant heavy neighborhood. Maybe that's what seems a little weird about it.

I like the neighborhood personally, but you won't be on "Park Avenue" in Port Chester!
